Russia Says No to Iran

I've Been Thinking:

Simon Istomin, the Russian chief nuclear contractor in charge of building Iran's 20 GW nuclear power plant, said the operation will not be ready until Fall 2008.

That was not the original agreement.
What happened is that Iran is behind on the $25 million a month payment.
As a result, nuclear fuel will not be shipped until fall of next year and then it takes 6 more months to get the system up and running.
The United States, the Israelis and most of the West are relieved.

Russia always said that they will handle Iran in their own way.
Russia came through, after all.
Russia figured out a stalling technique that is working.
They tried in September of last year but Iran called their bluff and the stall failed - Iran paid up and started work on their own Iranian nuclear facilities.

This time, everyone knows the time table.
This time, everyone has to act accordingly.
Diplomacy on all sides will kick into full gear.
